Hugo is the Choctaw County seat since 1907 statehood, in deep southeast Oklahoma nine miles north of the Texas line. Founded as a station along the Arkansas and Choctaw Railroad and developed as a real center of peanut cultivation and processing, Hugo's name was recommended by the wife of local surveyor W.H. Darrough, a fan of French novelist Victor Hugo. Hugo's real, genuinely distinctive modern identity is "Circus City, USA" -- a nickname it has carried since 1937, when local grocer Vernon Pratt convinced the Kelly-Miller circus to move its winter base from Mena, Arkansas, to Hugo. Roughly twenty circuses have wintered in Hugo over the decades, and three remain headquartered there today: Carson & Barnes, Kelly Miller, and Culpepper & Merriweather; Carson & Barnes' owners also operate the real Endangered Ark Foundation, the second-largest Asian elephant sanctuary in the United States.
